Penning was born in Waardhuizen, North Brabant, as the son of a preacher. After his father's death in 1869, he had to support his family financially. He worked, among other things, as a shop assistant and accountant in Germany. In 1880, he returned to the Netherlands and settled in Gorinchem, where he worked as an office clerk and traveling salesman. In his spare time, he wrote for the anti-revolutionary weekly De Drie Provinciën. Huygens Resources. From 1906, Penning dedicated himself entirely to writing and journalism. He wrote for various anti-revolutionary daily papers and published several novels almost annually. In 1922-1923, he traveled at his publishers' expense to South Africa, where he visited his brothers and gave lectures about the Boers.
